Job Description
SUMMARY: The successful candidate will plan, administer and oversee innovative, effective and sound solutions that are sensitive to the natural environment and local communities. The ideal candidate will have substantial experience and lead a team in the following:
ESSENTIAL DUTIES AND RESPONSIBILITIES:
• As leader to the Environmental division, market company services and develop and maintain client relationships that result in revenue opportunities to generate over $2,000,000 annually. Through successfully winning and managing large scale project continue to grow this facet of the organization.
• With a combination of both long and short lead times, respond to formal and informal requests for proposals will position WHPacific as the vendor of choice.
• Scope project sand prepare detailed project estimates that result in ongoing revenue opportunities.
• Successfully manage project write offs to remain below 1% of total annual revenue.
• Meet with project clients regularly to communicate progress and changes and ensure client satisfaction. Work with client to inspire confidence and obtain consensus for key project milestones. Prepare regular project progress reports for the company and clients.
• Accurately assess and mitigate project risk while still obtaining revenue goals.
• Negotiate contracts on company behalf.
• Promptly and accurately manage client billings, keeping A/R under 53 days and UBS under 29 days.
• Utilize the ETC process monthly.
• Utilized WHPacific project management tools for all projects.
• Lead technical tasks as professional of record in areas of expertise.
• Manage and lead environmental projects including technical, financial and client satisfaction.
• Lead the development, coordination and execution of environmental personnel under his/her direction on a day-to-day basis.
• Develop and manage environmental tasks from inception through planning, design and procurement phases.
• Train, mentor and develop project staff to ensure to ensure that project is progressing according to established scope, schedule, budget and quality objectives.
• Must be available for travel.
QUALIFICATIONS

EDUCATION AND/OR EXPERIENCE:
• BA in Sciences or Engineer required; MBA or other graduate degree preferred.
• 15+ years of professional experience providing environmental and permitting support for infrastructure projects.
• 10+ years experience managing a professional team; experience managing remotely located employees as part of a dispersed workforce is a plus.
• Extensive experience developing proposals, scoping work and responding to customer requests for information
• Highly developed negotiation skills usually obtained through professional experience in client centered environment.
• Experience managing in a matrixed organization.
• Demonstrated history of meeting aggressive project deadlines.
• Experience working with federal, state and local agencies to establish and maintain long term relationships.
• Experience working with Oregon Department of Transportation (ODOT).
• Advanced knowledge of computer systems (MS Office) and their applications
• Experience successfully working with federal lands (FHWA, USFS, BLM) projects.
• Experience working in environmental areas including NEPA compliance and regulatory permitting.
• Experience preparing EIS and other environmental documents required to support project delivery.
• Advanced communication skills gained through working with a diverse group of internal and external stakeholders and team members.
• Significant experience working with federal, state and local agencies in the Pacific Northwest.
• Knowledge of the Portland, Oregon business and political community and established working relationships.
LANGUAGE SKILLS:
• Demonstrated ability to communicate using business correspondence.
• Demonstrated ability to effectively communicate with peers, co-workers, clients, customer, and the general public.
Certificates, Licenses, Registrations:
• Professional accreditation such as PE, CDEP, PWS, CECM or CEM.
• Valid driver’s license
