Job Description
The HR Manager, Compliance will be a seasoned professional with experience working in the federal contracting environment. He/she will manage activities designed to establish and maintain effective employee and labor relations through uniform application of the Company’s policies, practices and applicable collective bargaining agreements.

Stays current with all applicable legal requirements and government reporting regulations affecting HR activities to ensure the company’s policies, procedures, and reporting activities are in compliance with federal, state and local laws related to employment.

Manages a broad and complex range of employee relations situations that require the job holder to have comprehensive knowledge of the Service Contract Act (SCA), employment law (FLSA, FMLA, ADA, EEOC, Title VII, WARN etc), and effective labor and employee relations practices, including collective bargaining and policy administration.

Plays a lead role in the development of the company’s HR policies and procedures and ensures the company’s HR policies & procedures manual and employee handbook are compliant and remain current. Oversees a program of training to managers and employees to ensure understanding and compliance.

Administers the company’s performance management process and annual performance review program to ensure effectiveness, compliance, and equity across the company.

Operates in a strict climate of confidentiality and discretion. Effectively coaches managers in the correct policies/processes/techniques for interviews, hiring, performance management, promotion, discipline, termination.

Works with management, supervisors, and employees to resolve problems that arise due to policy interpretations, procedural issues, job performance concerns, time off matters, harassment concerns, equal employment issues, etc.
Conducts fact finding interviews, makes recommendations regarding appropriate corrective actions for a wide range of conduct and performance issues and recommends appropriate disciplinary action where appropriate.

Represent management in investigating, responding to and settling grievances and employee complaints. Where applicable, coordinates meetings between union leadership, employees and management to facilitate the dispute resolution process.

Represents the company in dealings with government agencies such as the EEOC, Department of Labor and National Labor Relations Board.

Five to eight years experience of employee relations, HR compliance, Service Contract Act and DOL audits etc. gained working in the Federal Contractor environment is a must have. Please note that applicants with no federal contractor experience will not be considered for this position.

Bachelor's degree in human resource management, business administration, or equivalent education. Candidates with ten years of related, progressive work experience in lieu of a bachelor's degree may be considered.
