Job Description
The job holder will develop proposals, establish contracts, teaming agreements, subcontracts, and purchase orders with prime contractors, subcontractors, and vendors. Primary focus is to be on procurement/subcontracts with an emphasis on procurement strategy, procedures development/ updates, and Deltek procurement module implementation/utilization. Will be a key member of the Akima Contracts and Procurement team to ensure best practice contracts and procurement practices and services are implemented across the Akima platform with the intent to identify and deploy best practices/lessons learned for application across the NANA group of companies.

• In conjunction with technical and management staff, draft solicitations, subcontractors and purchase orders. Conduct competitions, perform proposal analyses, make recommendations for award, and negotiate subcontracts and purchase orders for equipment, supplies, and services.

• Assist in updating Akima purchasing procedures. Develop, recommend, and implement new purchasing policies, procedures, and related materials to ensure sufficient and high quality services. Improve efficiencies, and cost-effectiveness of process.

• Serve as a key participant in the cross-Company working group established to develop, implement and effectively utilize Deltek’s procurement module.

• Initialize and maintain partnerships with vendors, maintain vendor data bases, and develop basic vendor ordering agreements.

• Develop, institute, and track metrics to ensure customer service and continuous improvement in the company’s contracts and procurement services approach.

• Anticipate Company needs and requirements by keeping abreast of market and product trends and developments.

• Undergraduate degree in Business discipline preferred with at least five to eight years of increasingly responsible related experience or equivalent education/experience.
• Experience with drafting and implementing corporate purchasing policies and procedures that comply with FAR requirements.
• Additional training in government contracts related disciplines preferred.
• Experience in using, developing and implementing integrated contract data management systems.
• Computer, spreadsheet and database management experience required.
• At least 5 years of federal contractor experience.
• Job holder must be able to work independently and apply and interpret policies and procedures. Ability to analyze situations, think critically and develop new approaches to problems not covered under established procedures are key qualities for this position.

Preferred:

• Experience with Deltek CostPoint ERP system and Cognos Reporting a plus
• Previous experience with CPSR policies and procedures
• Experience preparing and conducting training programs.
